China’s gasoline plug-in hybrid exports reached $21.95B in January–July 2026, up 124.3% from the same months a year earlier. EU destinations accounted for 27.5% of that value.

Why hybrid exports are in focus
On 17 September 2026, Reuters relayed an FT report that the EU sought voluntary limits on Chinese hybrid vehicle exports, with a reported target of around 15% of the EU market. Reuters said it could not immediately verify the report. This is a reported negotiating position, not evidence of an enacted export cap. Read the Reuters report.
China’s Ministry of Commerce responded on 18 September, opposing voluntary export restrictions and calling for solutions consistent with WTO rules and both sides’ interests. That response confirms an active trade dispute; it does not establish an agreed limit. Read the official response.
The customs data helps measure exposure to that debate. It records goods leaving China, including vehicles from foreign-owned manufacturers; it does not measure Chinese brands’ retail market share in Europe.
Seven months approach the previous full year
The $21.95B exported in January–July 2026 equals 98.1% of the $22.37B recorded in all of 2025. The comparable year-to-date increase is 124.3%; comparing seven months with twelve is a scale reference, not a year-on-year growth rate.

How much is exposed to the EU market?
EU-27 destinations received $6.04B in January–July 2026. The other 72.5% went to destinations outside the EU, including the United Kingdom. Belgium, Italy and Spain were the largest EU destinations by declared export value.

These are customs destinations, not final retail markets. Goods arriving through Belgium or the Netherlands may be distributed elsewhere. A destination share of China’s export value cannot be compared directly with the reported 15% target, which concerns a European market share with a different denominator.
Plug-in hybrids are growing faster than BEVs by value
Over the same January–July window, HS 870360 export value rose 124.3%, compared with 59.3% for battery-electric passenger vehicles under HS 870380. BEV export value was still larger, at $30.73B.

As a separate industry indicator, the China Passenger Car Association’s August release reported 518,000 new-energy passenger vehicle exports, up 154.7% year on year. Narrowly defined plug-in hybrids represented 32.9%, while range-extenders were reported separately at 3.7%. These manufacturer statistics use a different coverage and unit basis from the customs value charts. Association release.
The divergence merits monitoring, but does not by itself prove that exporters switched models to avoid duties. Establishing that would require model-level shipments and comparable market or registration data.
EU policy timeline

As of this article’s source check, the cited materials do not establish an agreed hybrid quota. Watch for a published legal instrument, a defined product scope and an effective date before treating a negotiating proposal as a binding measure.

- Trade basis: GACC exports, current US dollars, through July 2026. Monthly values and comparisons come from one pinned release. EU-27 totals use complete partner-month records, not the product page’s top-destination subset.
- Geography: all 27 EU members, including Cyprus and Malta; the UK is excluded. A zero in the destination table means no recorded value in this snapshot, not a claim about retail sales.
- Mirror statistics: EU-reported imports and China-reported exports can differ in timing, valuation and geography. These charts measure China’s export value; they do not represent EU import volumes or vehicle registrations.
