China exported 6.01 million tonnes of refined oil products in August 2026, up 12.7% year on year. On October 1, Reuters reported that refiners had paused October exports outside Hong Kong and Macau. These are different observations: August customs results and a later report about export scheduling. The report does not establish a published nationwide ban or an October customs total.

September loading estimates quoted in that report are not final monthly customs observations. They should not be appended to a customs time series or used to mark an October observation as zero. The next update needs an actual release or a clearly identified new policy document.

Compare the same product, month and destination before interpreting a global change. Keep customs USD values, physical tonnes and loading estimates in separate columns. A partner destination can include a trading or bunkering location; it does not necessarily identify final consumption. A cancellation report also does not determine when every previously loaded cargo clears customs.
For a country-by-month study, request a fuel export extract, specifying the product scope, destinations, date range and whether weight is required. These HS8 products have published native quantities as well as USD values. Does the pause mean October exports were zero? No. Scheduling reports are not completed monthly customs statistics.
