China's additional 55% beef safeguard tariff for Brazil took effect at midnight on October 1, 2026. MOFCOM's September 30 notice confirms that Brazil reached 100% of its specified annual quantity on September 29. This is an additional tariff on top of the applicable rate, not a statement that the total tariff is 55% or that imports are prohibited.

Argentina's earlier 50% notice is not evidence that its usage remained 50% on October 2; an absent Uruguay figure is not zero usage or proof that its tariff has not triggered. Annual quota amounts must come from the applicable year's official annex before remaining quantities can be calculated.
Brazil shipments fell before the tariff trigger
Brazil's Secex data, as reported by The Beef Site citing Cepea, puts August shipments to China at 16,136 tonnes, versus 82,714 in July and 158,056 in August 2025: −80.5% month on month and −89.8% year on year. January–August shipments were 872,117 tonnes, down 8%.
These are Brazil-reported export shipments, not a replacement for Chinese customs-cleared imports or the official safeguard counter. Shipping dates, clearance dates and product coverage can differ. The sequence is a useful research lead; it does not isolate the tariff's causal effect from other changes in purchasing, prices or logistics.
Which beef products are covered?
MOFCOM Announcement 2025 No. 87 lists six national tariff lines, spanning fresh/chilled and frozen carcasses, bone-in cuts and boneless beef. The safeguard runs from January 2026 through December 2028 and includes specified country quantities and exclusions. Check the applicable year's annex and country notices together.

The two boneless series alone do not reproduce the full safeguard scope. Country-specific analysis must select the supplier and use all applicable product lines, rather than treating a global total as Brazil's imports.
Building a reliable quota tracker
A usage calculation needs customs-cleared cumulative tonnes for the policy's exact product scope, an authoritative annual country limit, and the relevant tariff trigger date. Divide cleared quantity by the annual specified quantity only when those definitions align. Do not divide USD imports by a tonne quota, sum exporter shipments into the Chinese counter, or carry unused allowance into another year.
