How CIPS Works

CIPS is a wholesale payment system approved by the People's Bank of China for cross-border RMB clearing and settlement.

Direct participants hold CIPS accounts and connect directly to the system. Indirect participants do not hold CIPS accounts but route business through direct participants.

The 2026 business rules describe zero-balance direct participant accounts, participant risk management, liquidity management, queue handling, and finality rules for settled transactions.
